Woman gets smacked around and calls cops.
Cops do not investigate or press charges.

Woman gets pushed into the outer wall of a trailer.
Cops do not investigate or press charges.

Man verbally and physically abuses woman's kids.
Cops do not investigate or press charges.

Man gets his tires slashed and blames woman; using people that were in another part of town, at a party, as witnesses.
Cops do not investigate and file FELONY spousal abuse charges against woman.

That would be difficult since my friend just got back from being booked and charged. This isn't a news story, this is happening right now to someone I know.

Is it "her" man?
In any case, she should get help. If it's her husband/boyfriend, try to get her and the kids to a women's shelter.
And to talk to a lawyer. I have no clue about possibilities where you live, but I'm sure there's a feminist organisation or a charity that will provide for the expenses of a lawyer.
Believe me, in any country, when a lawyer is involved, things speed up and change.

Since she's maybe not at her best at the moment, be a friend and do some work for her. Get numbers, adresses, offer her to go there with her or to take care of the kids while she is there.

I'd really like to be on your side on this one, but until you've got facts to back these claims. I say you made it up. :p

She's moved into my three bedroom apartment with my family of four. (The chaos of 6 kids and 3 adults in a three bedroom apt is incredible...)

The shelters here are stock full, she tried a few times already. The last time she was shuttled around three counties to temporary shelters before they told her she was "safe enough" to leave and find somewhere to live. We are working on finding a place for her to live but a lawyer is beyond our means. My fiancee and I are students and rather broke, and she is on aid.

Find a group of women with similar experiences, go to a news station and raise hell. That's how we do things in Chicago.

I can imagine the mayhem :D
I would search for a charity to help her. Isn't there something like a "feminist lawyers' association" or something like that? Often there ARE possibilities to get help to pay for a lawyer, only people don't know.

Update:

Sometimes I love Facebook.

Earlier today the asshole admitted on facebook that he wasn't sure who slashed his tires. Tomorrow she gets to take the screenshot with an online date/time proof to the police that he and his "witness" lied about the charge a full twenty-four hours earlier.
Yay facebook!

Have you taken a screenshot already? Tomorrow maybe too late, so do it as soon as possible.
You may also want to take a picture of the screen with a printed newspaper showing today's date on the side.

Yep, already done and printed. I used my drop down stock market menu to show time and date.

They always think themselves so much smarter than the rest of the world :D
Judges "love" that kind of thing and I hope he gets his ass handed to him gift-wraped with a bow.

I now how that feels (as the innocent side) because we were once wrongly sued for my husband damaging a car (he did damge it, but in self-defense because the idiot driver was driving backwards into our baby-pram).

Some persons ought to consider following the law before claiming that some cops are wrotten. :)

Some people ought to know what they are talking about before claiming that others who are intimately involved in a case don't...
