No it does not.

Turbine engines work by expelling air which in turn pushes it forward, if you put said turbine inside of a box it expels air into the box which in turn pushes it forward.

If you wish to create an engine which violates the 3rd law of motion, you would need to create a device which does no work, yet still moves under it's own power......good luck with that.
