of COURSE he's making shit up. Honestly, anyone who was in the service will always use the phrases in the past tense to annote two things:
1) They were in it. And, regardless of them being proud of it or not

Not really, he's just wrong. Compare what he said to what for example Richard Dawkins says about Creationists, namely that their position is as absurd as denying the Holocaust ever happened. (i.e both are stupid positions to hold) This person is just switching it around.

Don't call him on his evidence - call him on his Nutter-Butter's illusion of grandeur he has for authority. The easiest tactic would be attacking him on his Military History... They don't just make ANYBODY an Admiral, either.

If he's someone who does that often, I'd bet my paycheck that he rages hard when you start questioning his Authority. Make him sweat hard to try to keep that illusion up.
Ask him what division he was in during Bootcamp. What did he think of Battlestations? How long was he a midshipman? What ship did he do his training tour on AS a midshipman? What was his favorite ship to be CO of?
Ask him what year he was head of JAG - 30 second search can drop his bullshit through the floor (especially since at the bottom of the page it lists all of the Judge Advocate Generals by years in seat of command. Say that you're in the Coast Guard, and pretend to be waffled because of his extreme authority qualifications... The second he picks a year, just do some Google-Fu on the name associated with the year and see if they have anything of the sort in qualifications as he's bragging about.
