The Netherlands, the weedpas, and drug use

So as many people might know, the Netherlands recently introduced a weedpas for dutch citizens for them to be able to buy weed. People from outside the Netherlands are not able to get this. This article talks about how in Maastricht, the problems due to drugs quadrupled in a month. This seems to me to be a good argument to turn back this piece of legislation. Within one month of introduction, problems rose already. It seems to me that it if you were to reduce these problems, they need to turn back this law. Because people do not want to be registered as a drug user, and out of country tourists are unable to buy weed from coffee shops, the trade in illegal weed seems to have risen.

So what are your ideas on this? Do you think the weedpas is a good idea which is used to regulate the use of marijuana or does it only contribute to the illegal trade in marijuana?

From reading your post it doesn't seem like an effective policy.

My idea of an effective policy on marijuana: decriminalize it, stop wasting time, money and resources in fighting a war on drugs, take all the money (or at least some of it) used to fight this war, and put it towards having an effective rehabilitation system for drug users, and to have effective education on the health risks of drug abuse. We know prohibition doesn't work, we've known that for a long time, its time to change our policies.

I'm inclined to agree with Laurens. The law isn't doing anything about illegal marijuana. I know for a fact that there is tons of weed in my town.
