I loved the different environments in Oblivion and fast travelling between them (and I understand some people hated fast travel, but again YMMV); it made the world feel huge. There were also tons of people everywhere constantly giving me quests. In Fallout everything is gray, samey, empty, short on ammo, and full of supermutants.
I think I got really sick of it at a point outside the Museum of Science with like eight supermutants. I spent a half hour trying to kill them before reading a guide saying I was supposed to just run past them. I think that's bad design. I spent another half hour and finally managed to beat them using all my explosives and most of my mini-nukes. There was no payoff. The loot sucked and there was barely any XP. Oh yeah, XP was my least favorite part. I thought I was very clever when I realized I could kill the supermutants by blowing up cars. Then I realized that using the environment to my advantage gave me no XP. Awesome.
