Man torments families with Nazi marching music

A NEIGHBOUR who tormented families with German marching music and Nazi salutes was jailed for six months yesterday.

Neighbours said burly Arthur de Val, 62, who claimed links to the SAS, made their lives "a living hell" after they opposed his plans to build 10 flats above his detached home.

Magistrates branded him a "liar" when he alleged he was the victim of a vendetta.

Instead, they upheld claims that he had played war tunes at full blast and jumped up and down on a neighbour's garage roof "like a monkey".

He also threatened to have another resident's dogs put down, threw stones and hosed down guests at a nearby party and stared menacingly at neighbours while driving.

Twenty of de Val's neighbours were at Torbay court in Devon to hear magistrate Martin Beer tell the property developer: "You are a grown man but have behaved like a thug for a long time.

"You harassed a lot of residents, some of them vulnerable, over a long period.

"This is a long-term serious course of behaviour involving the whole neighbourhood. I am not going to mince mym words. We believe you are a liar."

Magistrates will now consider whether to impose an anti-social behaviour order.

They have already issued a restraining order banning de Val from contacting or molesting eight named neighbours.

Last month a court in nearby Newton Abbot convicted him of eight charges of harassment and one of threatening behaviour. De Val says he will appeal.

The dispute arose over de Val's application to build the flats at his home in Newton Abbot. Prosecutor Oliver Carlyon said de Val, who has owned the property for 20 years, faced strong opposition, adding: "Life for these residents has been a living hell."

Resident Maggie Horton told magistrates: "It's been a nightmare. He plays German marching music and has the speakers outside on full blast. He also marches up and down doing Nazi salutes."

Character witnesses for de Val, who denied the allegations, said he was "kind and polite" and "morally upstanding".

They said his Geordie background made him "loud, no nonsense and abrupt".

The court heard that de Val spent 18 years farming in Zimbabwe and may have suffered post traumatic stress disorder after being terrorised by Robert Mugabe's thugs.

oh i see.... wait, WHAT, are they saying that its ACCEPTABLE to molest people? and that they have to issue an order banning him from doing that... that implies that one is allowed to unless one has been banned from it....
someone please explain this to me? this better be a typo!
