I think Canadians are annoyed because they see Harper as cosying up to the USA. Similar to the way Brits were irritated with Blair.

Well, firstly, because most nations don't have surcharges upon entry.

Also, because it was only a couple years ago (after the USA wrongly accused Canadians of causing 9/11) that passports were required to pass through the border. Before that time, we could cruise back and forth with minimal difficulty (unless we appeared to be doing so for criminal reasons.)

This former point has caused problems for both sides. For instance, before the giant x-ray machines at border crossings,. all kinds of people have imported guns and unlawful firearms into Canada. I have to suspect we're pretty wimpy without firearms, mind you.

I've heard that other countries internationally are also charged a surcharge for entering American soil, and the prospect of a Canadian surcharge is only very recent. Good luck bleeding it from grasshoppers and pine beetles.
