German court says circumcision of minors illegal

"Jewish and Muslim groups have protested after a German court banned the circumcision of young boys for religious reasons, in the first ruling of its kind in the country.

The court in the western city of Cologne handed down the decision on Tuesday in the case of a doctor prosecuted for circumcising a four-year-old Muslim boy who had to be treated two days later for post-operative bleeding."

The article is slightly inaccurate, at least to my knowledge. The court decision is not yet binding, so until now it's "only" a recommendation, not a full ruling. At least, that's what the newspapers in my area reported. (Austria, somewhat similar language to German, so maybe something got lost in translation?)

They also mentioned that on pharyngula.

The issue is consent here and minors aren't able to grant it.

(Keep in mind it's not entirely black and white, there are specific cases where it may be medically necessary.)

These cases rarely pop up in the Western World. Generally speaking, it is safer to leave it alone than to cut it. If there is a medical necessity to do it then it should be done, however due to the gravity of this nature, multiple doctors need to give consent to this. If people want to get circumcised and are older than 18, then I have no qualms about them getting circumcised.
