Free access to British scientific research within two years?

The government is to unveil controversial plans to make publicly funded scientific research immediately available for anyone to read for free by 2014, in the most radical shakeup of academic publishing since the invention of the internet says the guardian.

I like this news, hope it comes through. The public should have access to publicly funded research.

I agree. But isn't there a possibility that it'll be used by corporations to ease their own research but not give any of it back to the public? Perhaps a kind of open source license would be a good idea? That is, once you've used publicly available research you have to share what you've discovered.

I'd like to see open access to scientific research on a global scale. There is nothing more infuriating than when you see someone making what appear to be spurious claims about a paper that you have no access to...

Not sure if it is a logistical possibility, or if there is any real incentive to do so, however, I would welcome such a change were it to come about.
