It all seems very odd to me, raiding and arresting a bunch of men with no capability to launch any form of attack and seemingly no actual plan to do so. Plus they're all Algerian for some reason.

well the arrest headline itself feels a bit like a scare tactic. a lot people just read headlines and will go. 'oh those pesky anti popists'
basicly there is not enough info for anything. so they shouldn't even make a report without having anything newsworthy [journalism is dead isn't it?}
