In our video production class at school qdragon and I made a music video. we used a copyrighted song but we were covered under the fair use act. i sent a report to youtube but my video got removed any way. wtf?

Well basically "their site their rules". Their reason for removal might be false, but I very much doubt they are required to host your video.
Anyhow, I guess you either have to be popular, threaten to sue them or get really lucky. Otherwise your just out of luck and perhaps use another video upload site. I think vimeo might even be higher ress then youtube. But not sure, and certainly not sure if they censor aggressively as well or not.
