A ringer was brought in for a half-million dollars a year to fix long waits at emergency rooms. Unable to actually fix the problem, he said something stupid but inoffensive to the press. This got him fired and eligible to collect his six-figure severance package. Oh-so-efficient government health care at work!

He didn't do it because he couldn't do it; the job he was asked to do was impossible.

It's more like the premise does not fit the conclusion. :) It's not circular. Hehe

Here's a circular logic ex.

Only bad theists believe in the story of creation, knowing that a lot of bad theists do is a proof of this.

How do you know it's impossible?

He was unable to address the fundamental underlying issue; a lack of funding. He couldn't reduce the costs; he's a government stooge, not a scientist. He couldn't get more money assigned; that was the solution his prescence was intended to avoid. He couldn't convince the doctors or nurses to work for less. He couldn't reduce staff; that would only created further shortages.

Yeah it's circular reasoning also known as begging the question.

Often hard to spot, here's an example -

All abortions are murders.
Therefore, abortion is morally wrong.

Seems like a reasonable argument so how has it begged the question?

It is "non sequitur". It's latin for: it does not follow. :)

This is so because the premise does not support the conclusion or does not seem to be connected in any manner. Because if he didn't do it, it doesn't mean it is impossible. A hidden enthymeme didn't show itself.

If he doesn't do it, then it's impossible. <-- non sequitur

or in your own words
because he didn't do it, it's impossible.

It does not follow because someone else might be able to do it. Therefore, it might be possible. ^^
