If it was due to him being Worldquest then he would've been coming back under a ban, that's essentially breaking out of prison.

When he was first banned he was given chances and warnings, people rarely get banned without them.

Worldquest was given plenty of chances to reform his behaviour the first time round. When he went over the line for the Nth time, he knew what the implications of a ban would be. Second chances is one thing, but letting him come back via another account would in fact be closer to a tenth chance than a second.
Not that I was actually a moderator when the Worldquest account was banned, but I quietly supported the decision at the time.

This site has a pretty good record for giving people tons of chances, and I seem to remember Worldquest getting about 100 chances. Based on his behavior under a different name, it seems he hasn't learned his lesson at all. Better luck next sockpuppet?
