or pattern recognition (like "ooh, there's a triangle pyramid, maybe a temple!")

He's talking about artifacts in a jpg file, not the nebulous, fantasy-driven idea of cyberspace.

It looks to me like someone smoked a big joint and used a 3D program to extrapolate a landscape from the colour palette of a broken image file.

why not?

Because of how the web, the internet, and jpgs actually work.
