Anyway, might I ask my fellow peers about grammar? Two questions have been bothering me for quite awhile.

Is it proper to use an ampersand when you should be saying 'and' ?

And also, is it proper to use ellipses to connote silence?

Ampersand is fine for 'and' as long as it's not formal writing. TBH in typing '&' is probably about the same to type as 'and' so I usually type and.

Silence, what do you mean?

Ellipses are used to show that something is left out. I don't use it 100% right, but often I use ellipses all over the place because I don't write what I think and thus there are something whole paragraphs left out of what I write as far as in forums and IMs and such.

I mean like, If someone is being silent after a word (e.g: I don't know...) Is that proper? I believe it's only used if you are leaving something out, as Durakken said.

Ellipses can also be used to indicate a pause or break in writing/thinking. Ellipsis is used to indicate unsure pauses while a dash is used for more confident pauses. A good example is the title of this thread: Don't know if this is the right section or not ... (unsure pause). If that's what you mean by silence then it's okay as long as you don't overuse them.
